This PR expands eng/build-analysis-configuration.json so Build Analysis also processes results from the outer-loop Azure DevOps pipelines (JIT/GC stress, PGO, SuperPMI, interpreter, diagnostics, etc.), allowing Known Build Errors to affect PR CI for those pipelines.

- Add a large set of outer-loop AzDO pipeline definition IDs/names to
PipelinesToAnalyze.

Expand eng/build-analysis-configuration.json to add the outer-loop AzDO pipeline definitions scanned by the CI outer-loop failure scanner (.github/workflows/ci-failure-scan.md) so Build Analysis analyzes their results and populates the known-issues table; without these entries the Known Build Errors filed for outer-loop failures have no effect on PR CI.
